This website will give a brief outline of the major themes of the bill, as well as the history surrounding this bill. Franklin Delano Roosevelt first mentioned this bill on January 11th 1944, during his state of the union speech. During this speech he made it sounds as though after the war he would start working on the bill as soon as he could.
