Since it has been fully functional, the bill has helped the United States greatly. Our employment rate has never been lower than they day the bill was passed, although it has had some dips it never reaches that level. The education and economy have both never been as bad as they were before the bill. There is no telling how the United States would be ranked in education without the bill of rights, but we can be sure that we wouldn't be 3rd in the world. Before the bill of rights there were sometimes very hard times in the country because the economy was bad, and the unemployment rate was high.
